of which His Excellency the Governor spoke in the speech to

which reference is made in paragraph 13 of the aforesaid

Petition.

It is respectfully submitted that the reduction of

salaries effected by the alteration in the mode of payment is

tantamount to the imposition of an income tax on one single

class the civil servant recruited in England on a sterling

basis.
